OBVERSE
Description. On a Gold disc 3 inches in diameter (7.62 cm) over all and encircled by a Dark Blue designation band inscribed around the top with DIRECTOR OF NATIONAL INTELLIGENCE and two laurel branches in base, all Gold, two hands holding up a Gold leaved heraldic Sub Rosa, at center a Dark Blue disc charged with a Gold compass rose. Around the top is OUTSTANDING ACHIEVEMENT in gold letters. All enclosed by a recessed border bearing sixteen stars, all gold.

Symbolism.  The heraldic rose, symbol of secrecy and confidence, refers to Sub Rosa (under the rose) which is a traditional symbol associated with stealth, secrecy, and covertness. The compass rose represents the world wide mission of the organization. The hands holding up the Sub Rose signify support and dedication to the EEOD mission which has made a difference in the lives of individuals in the ODNI community. The dark blue is the color of loyalty and optimism. The sixteen stars represent the major agencies that comprise the intelligence community.

REVERSE
Description.  On the reverse the following is inscribed: OUTSTANDING ACHIEVEMENT in two lines above the name table encircled by EQUAL EMPLOYMENT OPPORTUNITY DIVERSITY with a compass rose in base, all enclosed by a laurel wreath, all gold.
